The next Public Event is selected at random and Public Events can no longer appear twice in a row in the same world. Seasonal events that begin every hour (e.g. Mothman Equinox) will take priority over normal Public Events. The West Virginia slot machine appears only in Fallout 76, introduced in the Night of the Moth update.
